The District Court allowed a petition by landowners who pleaded that development levy debts in amount of hundreds of thousands NIS (for road laying, drains and sewers) that had been claimed from them in respect of properties in Herzlia Pituach had become statute barred and the Municipality was precluded from taking administrative collection proceedings, including passive collection proceedings (for example withholding a land registry certificate), for them. The court ordered the Municipality to write off the debts.
